Sir:

We the undersigned; citizens of the United States, do most respectfully petition the authorities that Chaplain H. V. Plummer: Chaplain of the 9th U. S. Calvary may be detailed to go on an exploring and missionary tour to central Africa.

We believe that such a tour will result in good; both to that continent and this country; may open the way for many of our young educated men and women to go to that continent as Christianizes and civilizers.
